It would have been funny if it was a joke

A Lebanese minister goes to visit his French counterpart on an official mis-
sion. Realizing the French minister lives in opulence, the Lebanese minister
asks him:
“So, what is the secret of such wealth?”
And the French says: “Do you see the road over there? It was supposed to
have neon lights on it, it does not. I pocketed the difference.”
Impressed, the Lebanese comes back to his base. After a while the French
returns the visit and discovers that the Lebanese himself himself was truly
living a life of luxury. Intrigued, he asks him about his secret. And so the
Lebanese says:
“Do you see that road over there?”
And the French answers: “No”.
